The Pope will (or will not) elevate them in his own time. Becoming a cardinal is not automatic and not necessarily a result of political pressure.

Baltimore’s new Archbishop is 69 and his DC counterpart is 67 next month, which means that the possible terms for each bishop is 6 and 8 years respectively.
